I answered. The line was quiet. I held on. After 17 seconds there was a sharp beep and a recorded female voice which said "goodbye" It is probably a way of checking if the phone number is in use. Then it can be used for cold calling.

It is a scam because shipper wants to be paid before arrival and will never show up. You pay the shipper and then discover that Paypal has refunded the buyer 100% due to non-delivery. Turns out there was no buyer, just a scam shipper who did get paid by you and you don't know who they are. |
